Description
Typewritten letter from the Assistant Secretary of the Treasury to Dick T. Morgan acknowledging the letter sent by Dick in reference to the use of compulsion in the sale of War Savings Stamps and Liberty Bonds. Secretary states that there is no law compelling anyone to by War Savings Stamps or Liberty Bonds and the Treasury Department does not sanction the use of coercion in order to induce citizens to buy them. Also mentioned is the rule on borrowing of money in order to purchase bonds.
